Opens a compliance case and freezes an address on one network. A frozen address can't send or receive the stablecoin on that network.
The case starts as FREEZE_REQUESTED and moves to FROZEN once the freeze is on-chain.
Requires the layer1:issuance:compliance:edit scope.
