Creates a MINT or BURN order for your stablecoin on one network.
The order goes through your issuance approval settings. A mint then waits for you to confirm the reserve: Layer1 sends the layer1:issuance:order:reserve-check webhook, and you answer with Confirm reserve or reject order. Every status change sends the layer1:issuance:order:status-changed webhook.
Orders are idempotent on reference: if the reference already exists for this stablecoin, you get the existing order back.
Requires the layer1:issuance:order:edit scope.
