Pauses or resumes the token contract on one network.

While a contract is paused, every transfer, mint, and burn of the token on that network stops. The other networks keep running. Freezes and seizures still work. Mint and burn orders for a paused contract are refused, and orders already accepted fail on-chain.

Requires the layer1:issuance:token:edit scope.
