Payout status change notification (v3)

Webhook

Triggered on every payout state transition. Read the audit trail from data.statusHistory[].

Replaces the v1 bvnk:payment:crypto:status-change event (OUT direction) and bvnk:payment:crypto:refund-initiated. A refund is not a separate event in v3: it is an ordinary payout carrying labels: ["REFUND"], with relatedPayments[] linking back to the payin it corrects.
