Vote on the request a policy and context name

/platform/v1/standing-votes

Holds a vote for the approval request whose context carries the values given, and applies it as soon as such a request is pending - a voter can decide before the event that raises the request arrives. The vote is recorded against the caller, so nothing of theirs is needed to apply it later.
